State law adds consumer protections beyond the federal baseline.

Medigap: Washington generally allows year-round guaranteed-issue switching among comparable standardized plans and uses community rating. Oregon has a birthday-rule style switching right for many Medigap plans (confirm current OAR).

Short-term limited-duration plans: Washington caps them at 3 months, non-renewable, and no more than 3 months in any 12-month period. Availability still depends on carriers offering a compliant plan.

Medicaid names: Oregon Health Plan (OHP) in Oregon.

Residence (vote, license, taxes) usually decides which state's rules apply if someone splits time between OR and WA.
